The urban legacy of the high line is the unique spatial condition of
the existing CSX “box” easement, a right of way 24 feet
above the street level, creating a linear zone 20 feet high and over
24 blocks long. We propose that this linear zone be made “bankable” for
future public uses, be it pedestrian promenade, performance park, public
pool or high speed rail (or none of the above if this urbanism spawns
some unforeseen new program of occupation). Its public program is at
liberty to change and evolve with future urban transitions.
